The Commissioners

The Commissioners were selected from a list of candidates who had agreed to have their names put forward by a selection panel consisting of senior officials from the Department for International Development (DFID), the UK Patent Office and an independent assessor. They were from both developing and developed countries, with combined expertise in science, law, ethics, economics, industry, government, and academia.

The Secretariat

The Commission was supported by a small Secretariat, based in London, which was responsible for:

    • Providing exhaustive background research
    • Commissioning and undertaking study papers
    • Organising Commission meetings, workshops, conference and other consultation activities
    • Writing reports and minutes
    • Synthesising the evidence
    • Financial management and administration
